Survey June 1999. Survey found 100 craftsmen in 59 workshops making or repairing rhino-horn handles, only one craftsman was working with new horn. Prices are rising. More Yemeni men are wearing daggers, because it is now legal since 1990. Use of new rhino horn is prohibited, but no effective penalties.
