Reasons for increase in poaching in 1992-1993
1. The prices in rupees for rhino horn rose in Nepal, and some tiger poachers then switched to rhino.
2. With new democratic government, it became harder to convict a poacher. The National Parks Dept. has list of 80 identified poachers, who cannot be convicted due to lack of evidence.
3. New democracy led to conflicts amongst government staff. Also, four different Director Generals of National Parks have been in office 1991-1993, which disrupts policies and continuity. Staff was reduced in numbers.
4. Poor leadership is the main reason for increased poaching.
